A contact policy is the one-page rule set that limits how many messages one customer receives across all channels and campaigns. It also sets when nothing is sent, and which message wins when two qualify on the same day. It lists what counts as transactional and who is suppressed from what.

In practice
Set the caps from the unsubscribe and complaint curves, not from a template, and configure them on the project so the platform enforces them at send time. A policy applied by the campaign calendar is a suggestion; one the platform enforces is a policy.
