It is the step that separates a CDP from a database. Collecting and unifying data has no marketing value until a segment can reach a channel that sends. Activation is where the profile becomes a message, an ad audience, or a suppression rule.
In practice
Judge a data platform by what it can activate and how fast. A concrete test: build a segment this morning and see whether it can drive a real send by this afternoon. If it cannot, activation, not data, is your ceiling, and that is where the value leaks.
