A CRM is a system of process and record for contacts you already know. A CDP is a system of unified data and identity across everyone, known and anonymous. They complement each other, but they are not substitutes.
In practice
Confusing the two leads to buying the wrong tool. If the problem is process and relationship management, that points to a CRM; if it is unified data and cross-channel identity, that points to a CDP.
